Ricardo Legorreta is one of the most prominent international architects with work in América, Europe and Japan. He received the 1999 AIA Golden Medal and has been member of the Jury for the Pritzker Price the last ten years.

The Cathedral of Managua, San Antonio (Texas) Central Library, the National Art Center in Mexico City and Mexico's pavillon in Hannover are among his best well known works.

Eugenio Aguinaga, two COAM Awards, one COAVN Award and a First prize in architecture of Madrid's City Council, has designed with Pelli and Balmori of New Haven (Connecticut) Abandoibarra's Master Plan in Bilbao. He also designed recently the new urban center of the Ensanche of Vallecas in Madrid.

The colaboration of Legorreta and Aguinaga in this project is the result of the desire of the EMV to obtain a high quality level in the design of social housing, also seeking the contribution of foreign and local architects that may enrichen with new ideas such an important architectural typology.
